Almost every first conversation we have starts with the same question. Someone has seen a residence they like, and before anything else they want to know whether they are actually allowed to own it.
The answer is yes, and it has been yes for over two decades. What matters is understanding exactly what you are buying, where you are allowed to buy it, and whose name ends up on the title.
Can a foreigner buy property in Dubai? Yes. Foreign nationals, whether resident in the UAE or living abroad, can buy freehold property in designated areas of Dubai and own it outright. The title is registered in the buyer's own name at the Dubai Land Department. There is no requirement to hold UAE residency, and no local partner or sponsor is needed.
That is the short version. The detail is where buyers get value.
Freehold Versus Leasehold
Two forms of ownership are available to overseas buyers, and the difference is significant.
Freehold means you own the property and, in the case of a villa or townhouse, the land it sits on. Ownership has no expiry date. You can sell it, lease it, or pass it to your heirs. The title deed carries your name.
Leasehold grants you the right to use a property for a fixed term, commonly up to 99 years, while the underlying ownership stays with the freeholder. It is far less common in the new-build market that most international buyers are looking at.
At Elite Global, we present freehold residences only. Every project on our shortlist can be owned outright by a foreign investor, with the title registered at the Dubai Land Department. If a property cannot be owned that way, it does not go on the list.
Where Foreigners Can Buy
Foreign ownership is permitted in areas the Dubai government has designated as freehold. These are not obscure corners of the city. They include most of the addresses international buyers already have in mind.
The communities we work in most often:
- Palm Jumeirah, beachfront living on the island itself
- Dubai Hills Estate, green and golf-side, close to the centre
- Business Bay, central and dense with branded-residence towers
- The Oasis, Emaar's lagoon-led villa community
- Dubai Islands, an emerging waterfront and second-home destination
- Dubai Maritime City, waterfront apartments in the Forest District
Abu Dhabi operates its own investment zones under separate rules. Communities such as Al Ghadeer and Sobha City in Abu Dhabi are open to foreign buyers on the same freehold basis.
Because designated areas are set by regulation and can be updated, we confirm the ownership status of the specific building or plot you are considering rather than relying on a general list.
What You Actually Need to Buy
The paperwork is lighter than most buyers expect, particularly for an off-plan purchase direct from a developer.
For a typical off-plan reservation you will need:
- A valid passport copy
- Proof of address and basic source-of-funds documentation
- A signed reservation form and the booking deposit
- A Sale and Purchase Agreement, signed once the developer issues it
You do not need a UAE residence visa to buy. You do not need a UAE bank account to buy, though many owners open one later for convenience. Purchase costs, including the Dubai Land Department registration fee, are confirmed in writing before you commit anything.
Buying Without Flying to Dubai
A large share of our clients complete a purchase without boarding a plane. The process is built for it.
Virtual viewings. You see the residence, the floor plan and the surrounding community on a video walkthrough, with an advisor answering questions live rather than sending a brochure.
Remote reservation. Units in strong launches move quickly. Reserving remotely holds your unit while the paperwork is prepared.
One advisor, end to end. A single dedicated advisor handles document collection, developer liaison, escrow and handover. You deal with someone who knows your file, not a call centre.
If you would rather see it in person before signing, we arrange that too. Neither route changes what you pay.
Where Your Money Goes
This is the part we ask every buyer to read carefully, because it is where the real risk sits in any off-plan market.
For off-plan purchases, payments go only into the developer's RERA-regulated escrow account, named in your Sale and Purchase Agreement. That account is regulated, and funds are released to the developer against construction progress rather than all at once.
A licensed brokerage will never ask you to transfer funds to a personal account. If anyone does, stop and verify before you pay. Ownership and Residency
Buying property and gaining residency are related but separate matters.
Property at or above the UAE Golden Visa investment level can qualify the owner, and immediate family, for long-term residency. It is not automatic for every purchase, and the qualifying threshold applies to the property value rather than to your deposit.
Rather than generalise, we confirm eligibility for the exact residence you are considering before you commit. If a residence does not qualify and residency is your goal, we will tell you plainly and show you what does.
A Practical Order of Operations
For overseas buyers, the sequence that avoids wasted time:
- Set your budget and your goal, whether that is yield, capital growth, residency or a home to use
- Narrow to two or three communities rather than browsing the whole market
- Compare specific buildings on real numbers, including payment plan and service charges
- Verify the developer, the escrow account and the permit
- Reserve, sign the SPA, and follow the payment schedule to handover
Most buyers who regret a Dubai purchase skipped step three. The brochure looks the same across a dozen towers. The numbers do not.
